Eligibility for e-Residency Estonia
Anyone aged 18 or older can apply for electronic residence in Estonia, regardless of location. While most steps are completed online, biometric data submission is required at Estonian embassies or consulates. There are no additional restrictions.
Participation in Ukraine and Poland
Ukraine: Before February 24, 2022, Ukraine ranked third in the number of digital residents in Estonia. Since then, conditions for Ukrainian entrepreneurs have improved, from 5,130 at the beginning of 2022 to 7,406 e-residents registered by September 2024. Ukrainian entrepreneurs have established 2,557 companies, showcasing the program’s opportunities for regional growth.
Poland: While participation is lower, 2,353 residents have joined the program, registering 704 companies as of September 2024.
What electronic residency offers
- Full online company registration capabilities.
- European registration with tax benefits equivalent to Estonian residents.
- No requirement to pay share capital.
- Remote access to government portals, online payments, documentation submission, and licensing.

What it does not provide
- Citizenship or permanent residency permit.
- Preferential access to Estonian bank accounts.
- Tax residency (you remain subject to your home country’s tax laws).
- Identity documents.
Registering an OÜ with e-Residency Estonia
With your e-residency card, you can register an OÜ (private limited company) in Estonia.
Requirements include:
- A contact person and a virtual office (both mandatory).
- Company registration takes about 1 week, with an additional week required for opening a business bank account.
- Important Note: VAT registration, & accounting support are not included in the standard package.
